The thought that occurred was not that he was a ghost. It was that this was very strange attire for the American Club. The witness assumed he was a guest who had come down to the lower level for a cigar, said good evening, and carried on.

What the building was originally is the answer. The American Club was built by the Kohler company as a dormitory for its immigrant factory workers, single men who came from Europe to work the plumbing works and who lived here.
