The lady in white is a statue. It is unusually lifelike, it is illuminated by lights all around it, and the investigator says plainly that it is frightening and that it is definitely not a ghost.

The white lights through the grounds had a similarly ordinary explanation.

That is exactly the right way to check a site, and it is rare. Somebody went, looked at what people were actually seeing, identified it, and published a negative result about a place they presumably hoped would be interesting.

The statue is still there and still lit, and people will keep seeing her.

The cemetery is a public burial ground.
