The story is that a school bus stalled on the tracks and a train struck it, killing all the children aboard, and that their handprints appear on cars left in neutral at the crossing.
The crash did happen. It happened in December 1938, near Salt Lake City, Utah, when a school bus was struck by a train in a blizzard and twenty six people died. It has nothing to do with San Antonio, and no such accident ever occurred at this crossing.
How a real Utah tragedy became attached to a Texas street is a question folklorists have looked at, and the answer appears to be that the story travelled and the location did not.
On the anniversary, people report the barriers coming down, the lights flashing, and the sound and wind of a train that is not there.
