Portsmouth was a navy town from 1767 onward, its yard was burned twice, by the British and then by the retreating Union navy, and yellow fever killed roughly a tenth of the population in 1855.

A district where the houses have stood through all of that, occupied continuously, produces this volume of accounts as a matter of course.
